I'll have to lend you my copy of Crooks! Friday. Its first edition M&M, but it sounds like what your looking for. Conversion from first to second seems pretty straight forward, so it should be easily usable. It was created by Super Unicorn (a design team including Erik Mona) and details a ton of great villains and mooks. I picked it up because I love what I've read about the setting detailed within: Meta-4.
